It's a state stocking program where each port houses baby salmon and steelhead in pens for a couple of weeks instead of direct stocking. It helps with insuring growth, health and future returns of the salmon to these port due to being imprinted to the river scent. We ask for volunteers to help set up pens, maintain the pens, feed the fish and then release the fish. I just twist the line before i put the line in the back pin like you do with a blacks releases, that way when the line poops out if the front release you are still fishing the fish and not the board. Hes the bottom line I gather from working for the state. As long as the wineries are bringing in tax revenue and no one has died from drink or playing in the water. Then state does not care. Fishing cost the state money. Wineries and orchards bring more money in in 2 months then boating and fishing.

I blame the wineries, all the spraying of pesticides and fertilizers on top of the hill eventually the chemical have to roll down hill.
