Not the best, not the worst. In a 20 year old boat the concerns are stringers, the floor and the transom.
If you are serious and think this is the boat for you, have a knowledgeable boat surveyor look it over.
Good investment to have it done for piece of mind
I have the age of the motor listed 1988, I have the registration for both in my name.
I have no idea the hours on the motor, from the overall condition of the boat and motor, I would speculate
it was little per year.

There is a 23 Seaswirl on the boat parts and accessories section of Craigslist in Buffalo , just dropped the price to 14,000.
For 750 you got a deal, the trailer is worth that. I agree with the above, get that motor working and see what you got. If need be and its shot,
find yourself another 4 cyl motor and put it in. If you are replacing motors do the transom at the same time. Those motors are great on gas and if you take care of them will run forever.
2007 Honda 50hp Four Stroke Long Shaft with controls. Has binnacle mount controls.
Looks good and runs good. Unknown but low hours.
Have shop manuals for it. $2900.00 or reasonable offer. Located in Dunkirk NY.

Unless you have a cheap way of fixing it I would try to sell it for parts etc on Craigslist or somewhere and take the potential $1000.00 and find a good used kicker.
And who knows, once you get into it, it could be more $$$
