    Sand to remove any loose and flaking bottom paint. Light sand everything to give new paint something to bite to. If you are looking to remove all the old paint, best way is to soda blast it off.

    Unfortunately Rich, there are mindsets out there that just don't get it. Legislation will not change it. I do understand where you are coming from to eliminate the waste. Ignorance will be a part of our ranks unfortunately.
