Early October Clayton Walleye Trip

I have a 21' boat equipped with down riggers. Would trolling worm harness rigs in the fall be effective? Figure on fishing Clayton to St Vincent are and around Carelton Island.

Fished the River 10:30-5:00 between Clayton and Cape Vincent, heavily around Linda Island on the channel side. Worked ledges and deeper water 50-70 fow trolling worm harness rigs, stick baits and spoons. Marked plenty of fish and bait fish. Couldn't produce any bites.
