Fort Niagara Launch?

Can anyone tell me if the Fort Niagara Launch at Youngstown is useable? Its Wed. Nov 6. I was wondering if the floating docks are out and if we have to deal with those giant pipes sticking out to dock? Also is it too shallow? Wish they would of left it alone. Thanks
