Yes, to the Port of Rochester. Either direction fishes well.

Does the launch at the Port stay open from the river flowing or does it  ice up after sustained freezing temps?

It can freeze up if it's cold enough

I suspect early Winter the cold of last weekend wouldn't do it.  Later in the Winter the launch on Cayuga that has a bubbler still freezes up after a couple days in the low 20's or less.  If I make the trip to Rochester I'll pack the sledgehammer!
