Anything ever come of the 3 rods pp?

I read here earlier that there was a chance to get three rods per person on Lake O. Did anything ever come of that?

It's still in the works as far as I know but it will take a couple of seasons to go into affect if it passes. This is what I understand But at my age It's could be wrong
