I was woundering there isn't enough water to launch out of the fort so i was woundering what are the rules for launching at the youngstown launch is it free or anything?

Both are free this time of year and there is enough water at either one. The fort is nice because you don't usually have to walk up and down the hill.

The reports are SLOW so far. Cold water with some lakers on the bar. Some reports are saying 36 - 38 degree water. Give it 2 weeks and it will be going good.
