September - October fishing

I am planning our first-ever trip from southern Maryland to fish Lake Ontario this fall. We are limited to early September or late October and will be fishing in the general area of Oswego.

Any advice on which time period is better for salmon and steelhead? We will be fishing from a 22' boat with downriggers and dipsys. Also looking for recommendations on places to stay. Any advice on lures, techniques, etc will be very much appreciated. Most of our experience is fishing for rockfish on the Chesapeak Bay and walleye on Lake Erie.
