OK, SAY YOU HAVE 3 GUYS IN THE BOAT FISHING FOR BROWNS. Once you get to 8 fish, is it legal to still have 2 rods out per person? Since the limit is 3 per person, can you still have six rods out?

Your allowed 2 rods per person regardless of how many fish are in the box. In your case 9 would of been the limit but you could still have c&r with your 6 rod spread.

As usual Hank is right. However please realize that NYS law says each angler can only use two LINES, with or without rods.

Additionally, it is perfectly okay to have another 27+ rods stored on the boat someplace as long as you're only using two lines per person.
