One of my peeps in the walleye world said he talked to the DEC office out of Dunkirk NY. They told me this law is not effective until the new license year which starts Oct 1st.

Read my post a few back, it has a link that shows three rods is legal right from the DEC website.

Right in the bill, it says "effective immediately", expiring on Dec 31, 2013, so that would mean now.
