Brown Trout open?

So my buddy has been arguing with me that brown trout are not open. If I am not mistaken according to DEC it states that it is open year round minimum of 12".

I might be reading the table wrong but could someone help me out?

Ok thanks I looked last night and it looked like it was open all year with minimum of 15"
