I have an off white outboard and am looking to clean a little soot or oil type stains off of it. Should I use a dish washing detergent to clean this up or does someone have a different suggestion? Any help is appreciated!

I use Bar Keepers friend on my boat to clean the scum/oil line off the hull. No rubbing needed. Just sprinkle some on a wet sponge and wipe it on. Let stand a few minutes (don't let it dry ) and wipe again and rinse. Stain & mineral deposits gone. That easy. No elbow grease needed. ;)

Both of these products are available in grocery stores, Lowes, WalMart, etc.

My favorite is "Spray Nine" available at the Home depot in spray bottles or by the gallon. Just spray it on and let it sit for a minute then wipe and wash it off. I use it on the grease spots on the boat seats also.
