Pulled the boat out from the side of the house today. After I backed it into the driveway and then pulled forward one wheel of the trailer was locked up. I backed up again it was free but locked up again in forward. Tried this a couple more times with the same result. (free in reverse, locked up in forward). It's a tandem axle trailer with brakes on one axle. I haven't pulled the wheel yet but wondering if anyone can give me an idea of what to look for.

My first thought is a broken pad that is lodging only in the forward motion.

A broken pad or the rivets holding the lining rusted away is definitely a possibility as mentioned above. Or the wheel cylinder rusted and when it expanded to brake, it stuck there. Newer type brakes free wheel in reverse so you can back up without the brakes locking. I had both of these thing happen already. I now remove the rubber dust cover on the wheel cylinder and grease the housing before I store it for the winter.
