With respect to the proam this year, with a 3 man team the limit for trout and salmon is 9. Does the observer count as a fisherman only to add the other 3 fish to the box or are 4 team members required to fill a 12 fish box?

As long as your observer has a valid fishing license you should be fine but there's nothing saying that the observer has to have one

You raise a good point, it would be foolish of me to assume that the observer would have a fishing license.

unless you buy one for the observer placed on your boat for the short time you need them to have one. Could probably happen after the Captains meeting Friday evening.
