Water level in Lake Ontario

I know I haven't kept up on all the ideas about maintaining water levels in the lake but, is this low water we see this fall planned for and expected? I have lived in and near Sodus Point for 60 years and I can't remember ever seeing the water this low. Most of the local ramps are closed because of no water and I see many docks that have dry ground several yards out towards the bay. Does anyone have information on this?
