I wonder if the question should be directed to the fish.... :)  I think it an attempt to get them to strike at something "familiar" (e.g. eyes on objects of prey). It is possible that the position or orientation of the eye position may be irrelevant just the presence of it on the target may be all they need. I add them often to lures and even to the flies I make.

 The only way to know for sure is to ask the fish. Most Lures are designed to catch fishermen. Personally I have variations of all kinds of spoons...Some are doctored up with tape and eyes, some are not. My thinking is , try to keep your spoons are natural looking as possible( in clear water). A big ole glow eye on a spoon could represent the big eyes on an alewife.

   I guess it all comes down to what you have confidence with. If I'm running a spoon spread, At least two of my spoons out are doctored up with glow eyes on them....Good luck and tight lines....

I put a Witchcraft glow eye on every spoon I put down in Lady O. The fish seem to like them!
