Anyone know if you need some sort of a regulator-controller box or anything else, so these don't over-charge a battery?

Any information would be great.

Thanks in advance

This review is from: 6-Watt 12V Solar Panel Battery Charger / Maintainer
The voltage at steady state, ie. when the battery is charged, is 20+ volts. I had to put a regulator on it to keep it at 12.00 volts maximum.
