I am going to mount a couple flush mount rodholders. Boat surface is aluminum with 3/4" plywood backing. My question is.... The rodholder tube is 2 1/8" and angled 30 deg. off vertical. Any suggestions as to how to cut the oval necessary to fit this?

This tip will help you.

Replace the pilot bit in your hole saw with a longer one.

This will allow you to start your 30 angle approach.

You shouldn't have to oval the hole, just cut on an angle.

A metal hole saw will cut your aluminum easier than the agresive wood hole saw bits and will still go through the wood it will just take a bit longer.

The big box stores have these, bring your holder with you to get right size,

go 1/8 larger.

Off the wall idea: Get a 2 x 4 & cut the right size hole at the 30 degree angle down in the shop. if you're happy with how the holder fits in the wood then hold the wood on the boat and use it as a guide for the hole saw.
