New trailer manufacturer's certificate of origin?

Here's a real simple question that I can't seem to find an answer for online:

When a new trailer is shipped, does the certificate of origin need to be shipped with the trailer or can it be mailed separately to the dealer?

Can be shipped separately but the trailer I have purchased at a dealer generally have all info for registration on hand
