What's up with Canadice's lake level

I went to Canadice today and noticed how significantly it has dropped since the start of the year.  The lake has to be down 6 to 8 feet since May.  I don't know why the city or DEC is draining the lake to its current level.  At least the launch is in deep water and pretty much a nonissue.

I was told by John from the watershed authority that the level was dropped to do some sort of fix at hemlock. I fear for my license plate and bracket every time I launch.
