I think I would check with the DEC regional office or a game cop to make sure. It is still a rod and reel and as I remember the general reg doesn't say anything about "signaling device" it says "five tip ups". I wouldn't be chancing tickets until I knew for sure.

Tip -up. If it is a signaling device and left unattended you can run a max of (5) just like tip-ups or tip-downs. Need a name an address on them as well.

It would be nice if someone had an official DEC clarification as contrasted with personal "opinion" because I haven't seen the complete DEC regs but the syllabus given out at licensing stations doesn't seem to mention it at all.

Permitted Ice Fishing

Ice fishing is permitted in the following waters:

All non-trout waters unless otherwise prohibited.

Certain trout waters listed in the app including Lake Champlain, Lake Erie, Niagara River, Lake Ontario, St. Lawrence River, Finger Lakes, Border Waters, most New York City reservoirs, and all other waters designated as ICE FISHING PERMITTED in SPECIAL REGULATIONS BY COUNTY. Read through the regulations pertaining to the water you intend to fish. Where ice fishing is permit- ted, fish may be taken in accordance with the seasons, minimum size and creel limits in effect in that water. Wherever ice fishing is permitted, no more than 3 hand lines and 5 tip-ups may be used, except as noted in BORDER WATERS, LAKE CHAMPLAIN or SPECIAL REGULATIONS BY COUNTY. All tip-ups must be marked with the name and address of the operator. The operator must be present when lines (tip-ups or hand lines) are in the water. Tip-ups may only be operated on waters of the state between November 15 and April 30.

Remember: Trout waters where ice fishing is permitted are specifically designated in this guide; ice fishing is prohibited in all other trout waters. If you are unsure whether a water is considered trout or non-trout, contact the DEC Regional Office for that area.

No person shall operate a tip-up that has more than 5 lures or baits or a combination of both, or has more than 15 hook points in any combination of single, double or treble hooks.

Ice shanties

Ice shanties must be marked on the outside with the owner’s name and address in letters at least 3 inches high. Shanties must be removed from all waters by March 15 to prevent them from falling through the ice in spring and becoming hazards to navigation.

That last post came from the DEC app. Interesting about the marking your name and such on the shanty. I wonder if that pertains to portable ice shelters to?

Its a freaking tip up! Dec has been called many times on this. They said its all good!. They know about the vague rules.

this is why i was happy to see the new proposed regs change the ice fishing rules to 7 lines in total.  gets rid of all the vauge interperatations and goes simple. i hope it passes for next ice season

I wasn't questioning anyone's comments by the way.....just the vague nature of the available content in the syllabus.  The name and address on the permanent shelters stems from the fact that on some lakes in the old days like Sodus Bay and Cayuga Lake  some guys left their wooden structures out there too late and then either couldn't or wouldn't retrieve them and they presented a real danger to boating traffic in the Spring and with no names on them it was unclear who was responsible.

Thank you Less. I understand that point. I always have wondered if we should have our names on out shanties just so the DEC can see it. Kind of like a back tag.

Man I just figured out what a tip-up and a smitty sled was.... Now I hear there's a tip-down! I think ice fishing gonna get me to spring with all this new info!
