I live in Syracuse and am looking for a boat mechanic who has experience installing the Garmin Tr-1 Gold.  Does anyone know who has experience with this type of installation.

Whomever you get, verify that they are currently a certified Garmin installer, because if you have a problem, it may effect your warranty.

If you already have hydraulic steering installed on the boat it really isn't that hard of an install to do your self.  If you can prime brake lines on a trailer you can install the hydraulic pump and lines for the autopilot.  FWIW, It wouldn't shock me one bit for a certified installer to charge upwards of $1500-$2000 to install it for you.  And it is honestly something you can do in one day with a few beers.
