Trim operation, Trailer Mode 87 Chris Craft Stinger 260 twin 5.7s Mercruiser Alph 1

Gen 1. I was working on a this boat for hours trying to get the Trailer mode to pull the props up for trailering. The normal  " On the fly " switches  would take them up to the limit switches positions, but trailer mode would do nothing and had no power to switch. After tracing wires, I found it to be wired so that the Trailer switch only gets power if you hold the run trims up and then hit the trailer sw. This works fine. Is it common to have to hold the "on the fly " trim switches up for Trailer sw to work.  Also does anyone know the "on the fly" dimension of the hyd. cylinders  to verify that they are not going up too high in cruise.
