You mean that is coming out of the exhaust with engine running ? Looks like emulsified oil . What does the oil in your crankcase (dipstick ) look like ?

Sounds like your exhaust manifold plate has a hole in it.  I had the same problem on my 1st I/O years ago. Carbon is getting into you exhaust from the engine and water is getting into your engine oil.

If I was doing the work. I would do a compression test too. All that hot exhaust getting into the cooling system tends to destroy head gaskets. That would explain the water in the oil

I got rid of an I/O and went to an outboard figuring that if the motor died then at least I still had a good boat and could go buy a new motor. and vice versa.  30 yrs later, they're both still going strong.  (Only problem now is that if one dies, it'll cost more than I paid for both way back then).
