lower niagara fall and winter fishing

Put mt boat up for the year. so how can i catch them out of the river? using spinning rod and reel. How does live bait perform ? thanks for all the help

My son and I fished Artpark today.  There's a few lakers jumping around but the bite was tough.  I got bit off once and my buddy landed a nice walleye on a vibrax.
