The control is for the minimum and daytime flow over the falls. What goes through the Hydro plants is all they can get.

seen Governor Cuomo on the news  in Sodus point knocking 2014 water act . he had the state help out with their drinking water problem and building a dam . i am glad he is helping the people out up their .
