With controls, does this mean it has a tilt system?

No, but I do have a bracket for it - new - for $75.

Buyer would have to come to Buffalo, NY to pick up motor.

The bracket if bought with the motor is $75, bracket bought by itself is $125.  It is a Garelick EEZ-in marine stainless steel auxiliary outboard motor bracket 20 HP max.
