When I stick the shaft in far enough, it turns the motor. There does seem to be something lose inside the prop housing maybe. It didn't turn both ways before but does now... looking for a new to me motor... might just got brand new... just interested in what went wrong with this one since it seems pretty simple to mess with

That shaft is totally shot! Wow. You could get it spray welded and recut, but probably cheaper to buy a new one.

Yes it should have a fairly snug fit. It’s called a tool fit and should be less than .003.
