Always consider the buoy motion does not equal the rise and fall of the waves. Add at least another foot for wave heights.

The NOAA uses 2/3 of the average mean as the wave height. They do not mix extreme heights in their calculations.

The motion of the buoy does not receive the full lift and fall of the elevation of the buoy wave as it passes through quickly.
