I looked it up online and it looks like woolly aphids. I've never seen them before this year, but noticed them on several tree branches throughout our hunting property. Mostly wondering I'd this is something to be concerned about (do they continue to spread?) Looks like Boogie-Woogie Aphids on a Beech tree. I don't know much about them. I believe they will mature into adult aphids and move away. Most of the Beech around is already diseased, so I wouldn't be too concerned. There is information available if you do a Google search. You can also contact your state Forester. Sorry I can't be more helpful.
