Atlantic salmon and browns spawn usually in the Fall. It is possible that that fish has some obstruction or something preventing him from feeding normally. Notice that his head is out of proportion to his body ( e..g. larger than the usual look)

Fish was 33 inches long and weighed 20lbs 11 ounces on a certified scale.
