Mercruiser idle mixture adjustment

I have a 2003 mercruiser 4 cyl 3.0. Looking to adj idle mixture screw. It has a cap over it that doesn't pop off easily. It is on such that it wiggles a bit but wont come off. Thought I would ask if there is a procedure to remove the cap before I get rough and break something

They do that so you can't change the mixture and mess with the emissions output. Look on youtube they have a few videos that show how to get it off.
