I have two Cannon Easi-Troll down riggers with bases.  $120 for both with weights and one Roemer release.  I think the weights are 10 lb'ers.

how much for just the white one with the 2 rod holders on it and weights with?? and is there a  base for it?

One of the short boom units is near the handle.  The other two are on the boom.

Yes, the two with the short booms are available.  The white rigger is sold.
