Question on VHF antenna

I have a older fiberglass antenna on my boat every time I touch it I get fiberglass splinters can I clearcoat over the antenna.I know I can buy a new one and they’re not that expensive but I already have this one on the boat

Yes you can. The fiberglass is just a outside shell for the transmitting/receiving cable that runs inside the length of it.
