UV flasher question

I understand they are supposed to Glow under a blacklight but what is the theory behind it. Also when are they best utilized. Thanks

From what I understand glow lures work best under low light conditions when they are able to actually glow where as UV lures reflect light rather than absorb it to make them brighter whenever light is present.
