is this legal?

I saw a guy in a walleye tournament running this rig.....Let out the lure and attach the planer board....let the board out 20 feet or so then attach a pinch pad release....then hook a fifty foot line using a snap swivel with another lure on it. when a fish hits the inside line you reel in to the release, unhook the line from your main line and bring the fish in by hand. It doesn't seem any different than a seth green rig but I have not seen it used before, and it would only be useful for smaller fish (hand lining), but seems like a great walleye search tool. Anyone know if this is a legal rig? Thanks

Seems that it is legal. It's like a fixed slider.

Would it be ok to use if he were fishing for salmon or trout?

a pain would be my first impression.i know its a 2 rod/man rule how would they count the xtra bait?

This is what is legal in New York State. Page 14 under definitions> http://www.dec.ny.gov/docs/fish_marine_pdf/nyfg0809.pdf

"Angling means taking fish by hook and line. This includes bait and fly fishing, casting, trolling and the use of landing nets to complete the catch. Anglers must be in immediate attendance when their lines are in the water. An angler may operate no more than two lines with or without a rod, and each line is limited to not more than five lures or baits or a combination of both, and in addition, each line shall not exceed fifteen hook points in any combination of single, double or treble hooks. Snatching, lifting, hooking and use of tip-ups are not angling."

the way i read that is as soon as he unsnaps the "fixed slider" and fights the fish by hand he has created another line. that could put you one line over the limit of 2 per person.

I just called the DEC on erie blvd. in Syracuse. The officer stated that it is perfectly legal, but you must put the lure un the water before attaching it to the main line and you may not exceed the 15 point hook limit.
