Sliders?

A friend just gave me some tackle with the items in the photo included. Is item 1 some form of slider? I believe item 2 is a fixed cheater.

Item #2 is for sure a fixed slider. Friend has run them on his charter boat for years. Never seen item #1. Looks like it might be a stacker without a release.
