It could also be a bolt holding a wiring clip or one of the bolts holding the valve cover in place or one of the bolts holding the oil pan in place or one of the bolts holding the flywheel cover in place.

good luck finding the hole where it belongs.

 It can also be a bolt that fell during a repair and then was replaced by another one from the toolbox.

you might check the bellhousing where it bolts to the block. but it could be a fly wheel bolt. i don't know about boat motors but on a car the bottom of the flywheel has a small cover bolted to the bottom of the bellhousing this would be my first guess.

The 10.9 marking on the head of the bolt indicates it is a metric bolt and an indication of it's tensile strength properties. Before going nuts trying to force it into an imperial threaded hole, I would take it to a hardware store that has all the test thread gages and confirm it is metric. I don't know if Mercruiser uses metric bolts or not.

Power steering pump bracket to pump I'd guess not knowing what particular engine hp or displacement your asking about.
