Terrestrial border opening

Finally the terrestrial border will opend for the non-essential travel, so we (Canadians) will be able fishing for browns next spring and finally I will be able to access my camp on lake Champlain.

Does that mean Canada can have some of the illegal immigration from the southern border of the United States witch was never lock down from January 20 2021
