I know you probably can run across the lake to myers state park. Which is almost straight across and just a little south from toughannock look for the light house. There is a bears bait shop right next to launch. Just go down channel to the ramps. Little brown building.

Bear's Bait & Tackle in Trumansburg (about 5 mins from the park) has alewives

I’ve heard of fishermen netting sawbellies from shore at Taughannock to use for bait.  That may be why he wanted to know if they’re “close in”.

You can find them in the evenings near the surface or go out with a bright light from a boat & catch them that way
