It has been said that when trolling with dipsy's on wire the wire makes a sound that attracts the fish. If this is true why doesn't the sound of the downrigger line do the same thing? Please help me to understand.

It is believed by many that the hum from all cables ( dipsy or downrigger) can attract fish durring the right conditions. The dipsy also has the added turbilance from itself as it digs for deeper water. If the hum is attracting fish on any given day, both downriggers and dipsys will be producing. If they are being attracted by the tubullance of the dipsy than that presentation will be producing better.
